Welcome to Fulbright College Fiscal Operations.  Housed within the Office of Finance and Administration, we work closely with over 60 departments, centers, and programs and provide expert financial and business services.  We also work in partnership with University Financial Affairs and Business Affairs administrations.  We are committed to the mission, vision and goals of Fulbright College.   Fulbright Fiscal Operations is comprised of two areas, each under the leadership of a director: Academic Operations, and Budget and Planning.

The Senior Director works closely with the Assistant Dean of Finance and Administration and other members of the executive team to review, evaluate, and improve the fiscal operations budgetary processes. Responsibilities of the position include financial planning, budgeting, forecasting, and analysis. The Senior Director prepares regular and ad hoc reports of budget versus actual expenses and provides reporting, tracking, and assessment of annual operating budget processes; identifies funding sources.  The Senior Director ensures that all financial transactions are processed accurately and promptly. The areas of responsibility of the Senior Director include fiscal operations, academic administrative and interdisciplinary program support, grant and foundation accounting, and business operations.

The Director of Academic and Administrative Operations oversees the daily operations of multiple administrative functions within an academic or business unit. The position administers academic budgets and workloads in summer teaching, Global Campus, and intersessions; does budget transfers for interdisciplinary programs and research centers; provides account maintenance for Fulbright interdisciplinary programs;  generates reports on program finances for directors and deans; oversees College research and Foundation accounting; serves as College liaison with Business Affairs, RSSP and Research Accounting; oversees procurement and travel processes; assists with College accounting and personnel/payroll transactions, including managing College-funded summer pay and awards.

The Assistant Director of Administrative Operations collaborates with Principal Investigators and Department Administrators on the various aspects of sponsored research development and execution, including contracts, procurement, budgeting, and program management and will inform, educate, and guide them on protocol and policies. This position prepares foundation reporting for departments and Endowed Chair and Professorship holders and audits summer salary savings from grants.

The Coordinator will develop training materials, lead problem-solving training events, prepare for and lead training workshops. The Coordinator will be the point of contact in the Dean’s office for department administrators on all fiscal, procurement, and travel related matters. This position provides individual assistance to the Administrators. This position will guide new staff by directing them to the proper training sources and assist in training on specifics for the College. The Coordinator maintains and updates the College’s web page content related to fiscal, procurement and travel training material and policies and procedures. 


The Fiscal Specialist handles distributions of funding commitments from Dean (maintenance, TELE, RIF, foundation, etc), faculty and student travel cost center management, start-up cost center set up and funding, processing necessary fund transfers and expense transfers for Dean’s offices, assist with departments’ cost center balances clean-up.

The Program Coordinator supports interdisciplinary programs with payroll, budgeting, reporting, purchasing, travel, and course offering entries. Provides interdisciplinary program Blackboard and classroom scheduling support. Assists with program funding and account reconciliation. Serves as central contact for procurement and travel.  Provides support and training to the department administrators in travel and procurement processes.  Works closely with the associate deans to facilitate ADHE program reviews.

The Director of Budget and Planning supports and advises the Assistant Dean of Finance and Administration in the oversight and management of the funding sources for staff and faculty hires.  The Director will be responsible for leading strategic payroll and capital budgeting initiatives at Fulbright College by developing, implementing and monitoring the College's payroll and capital budgets. The Director works with the Department Chairs and Administrators in the development of payroll budget and ensures all positions are funded positions before the hiring process can take place.  The Director manages the annual payroll budget cycle process and coordinates all required Basis entries.
